This was taken in Barrio Olaya Herrera, mere minutes away from the tourist center of Cartagena, Colombia, during a trip the Washington Office on Latin America (WOLA) took to observe programmatic work on the ground. WOLA is a leading research and advocacy organization advancing human rights in the Americas. Barrio Olaya Herrera houses a mostly Afro-Colombian community of 70,000 displaced from the civil conflict with the Revolutionary Armed Forces of Colombia (FARC). They have been guaranteed rights by the state, but have received few. Many have lived there for decades.
