Crowdpac and CQ Roll Call Announce Congressional Power Rankings

Data Science Helps Identify Most Influential Members of Congress on Key Issues

MENLO PARK, Calif., AND WASHINGTON, D.C., Oct. 14, 2014 – Crowdpac, a new non-partisan political technology startup, in partnership with CQ Roll Call today announced Congressional Power Rankings, the most influential members of Congress on the key issues that Americans care most about.  Including data driven analysis of congressional activity, rhetorical impact and donor history, the power rankings allow Crowdpac users to contribute to those representatives and senators best positioned to shape the debates and policies they care about.

“CQ Roll Call is pleased to participate in Crowdpac’s novel approach to educating voters about the inner workings of Congress and the legislative process,” said David Rapp, CQ Roll Call’s chief content officer. “Our reporters and editors are legislative experts, and they know all the key players on these important issues.”

“Our aim at Crowdpac is to help put political power in everyone’s hands,” said Steve Hilton, CEO and co-founder of Crowdpac.  “A big part of that is sharing the kind of information that has tended to stay in the hands of the political insiders. It’s been great working with the team at CQ Roll Call in making it easier for citizens to understand a little bit better how Congress works.”

The inaugural Power Rankings were developed by the editors and reporters at CQ Roll Call, which has a larger contingent of reporters on Capitol Hill than any other news organization. Crowdpac’s data analyzes votes, donor history, and speeches back to 1980, and shows – in conjunction with the new Power Rankings – that committee assignments alone are an inadequate measurement of an elected official’s impact. Other facets need to be taken into account. The rankings identify the five most influential members of Congress on abortion, banking and finance, defense and foreign policy, economy, education, energy, the environment, fair elections, gender equality, guns, health care, immigration, intelligence and surveillance, student loans, and unions and labor.

For example, the most influential politicians on banking and finance are:
Sen. Sherrod Brown (D-OH)
Sen. Michael Crapo (R-ID)
Sen. Elizabeth Warren (D-MA)
Rep. Jeb Hensarling (R-TX)
Rep. Maxine Waters (D-CA)

These rankings reflect their roles on appropriate committees, connections within the industry, and those who focus on the issue the most whether that’s through votes, legislation and/or speech.

Not only do the power rankings make clear the most influential members of Congress on key issues, they allow donors to contribute directly to those elected officials best positioned to deliver the policy outcomes they believe in.
